Referee’s Instructions to Coaches

I.    Coaches’ Responsibilities
A. Both Coaches
  1.  Player equipment
     a. No jewelry allowed!  (Rings, necklaces, watches, bracelets, barrettes)
     b. Casts and splints must be padded
     c. Undergarments- thermal shorts must be the same color as the shorts;
in cold weather, sweats may be worn if under the uniform exposing the shirt and shorts.
     d. No chewing gum – it is a choking hazard
 2.  Coaches must remain in the coaching area
 3.  Provide one linesman (not a youngster)
 4.  Line up sheets should have names and numbers – Please Print!!
 5.  Exchange passes

B. Home Team Coach 
 1.  Provide game ball – properly inflated
 2.  Change shirts if color conflict
 3.  Field and nets in playable condition; nets anchored
 4.  Keep people from goal lines
 5.  Have fan(s) removed upon referee request
 6.  Provide protection of referee if necessary
 

II.   Referee’s Responsibilities
  A. Pre-game administration
   1. Collect line up sheets- completed and legible
   2. Check field and equipment
   3. Coin Toss
     a. Visiting team calls it
     b. Winner selects goal to attack; other team must kick off
 B. Start of Game
   1.  Verify number of players
     a. Have seven players minimum to start the game
     b. Fifteen minute wait maximum; start as soon as 7 players are present
  2. Kickoff
     a.  Players in own end of field
     b.  Defending players outside of center circle
     c.  Blow whistle and start watch
     d.  Ball is in play when it is kicked and moves forward
     e.  Defense can challenge as soon as ball is touched
     f.  Second touch must be by another player-if not, indirect kick by opponents at spot of second touch
 C. Out of Play- ball completely over outside edge of line, on ground or in the air
   1. Throw in
     a.  Ball must enter within one yard of where ball crossed touch line
     b.  Both feet on ground on or behind line
     c.  Must use both hands; throw from behind and over head
     d.  Follow through
     e.  If foul throw- opponents are awarded the throw in
     f.  Flip throw is legal
     g.  Ball must break outside edge of touch line to be in play, if not, retake
  2. Goal Kick
     a.  A goal may be scored directly from a goal kick but only against the opposing team, not yourself
     b.  Ball may be kicked from anywhere in the goal area
     c.  Ball must clear penalty area before next touch; if not, retake
     d.  Kicking team players may be in penalty area
     e.  Opponents may not enter penalty area until ball leaves
  3. Corner kick
     a.  Ball must rest on or inside the one yard corner arc
     b.  Player may not remove corner flag
     c.  Can score directly
     d.  Ball is in play when it is kicked and moves
     e.  If ball goes over goal line and curves back into play- goal kick
 D. Goal
   1. Entire ball must cross back edge of goal line on ground or in the air
   2. Signal is pointing to the center spot
   3. Whistle needed only if goal is in question 
 E.  Fouls– fouls must be careless, reckless, or with disproportionate force, so contact on the field doesn’t  necessarily mean a foul was committed
   1. Direct fouls (can score directly from the kick). There are ten (10), which if occur inside the 18 yard box will warrant a penalty kick for the opposing team.  The goalkeeper is permitted to move his feet while remaining on the line.  When the ball is in play the goalkeeper may come off the line after the ball.
     a.  Handball
       I.  Violation only if hand plays ball, not ball plays hand
      II. Hand ball extends up to the shoulder
     III. There is no such thing as self defense
  (females allowed to cross arms on chest prior to kick)
  (males allowed to cross hands at groin prior to kick)
     b.  Trips or attempts to trip
     c.  Holding
     d.  Pushing
     e.  Strikes or attempts to Strike
     f.  Kicks or attempts to Kick
     g.  Jumps at an opponent
     h.  Charges an opponent
     i.  Spits at an opponent
     j.  In tackling an opponent, makes contact with player before touching ball
  2. Indirect fouls (cannot score directly from the kick) There are five.
     a.  Dangerous play- only if opponent is within range
      I. High kick above opponent’s waist
      II. Head below opponent’s waist
      III. Playing ball while player is on the ground – only if it causes a dangerous situation to opponent
      IV. Straight leg tackle showing spikes
      V. Playing out of control
     b.  Obstruction
     c.  Preventing goal keeper from releasing the ball from his hands
     d.  Keeper has second hand possession within box
     e.  Time wasting
       I.  GK holds ball for longer than 5-6 seconds - referee will not verbally or physically count
       II.  Goal keeper parries the ball to the ground then picks up- directs a catchable ball to the ground
       III.  Pass back rule:  A teammate may pass the ball back to his own goal keeper
     a.  If the teammate passes the ball by using his head, chest, or                   knee then the goal keeper can handle the ball
     b.  If the teammate passes the ball by a throw-in, or using his foot, ankle, or shin, then the goalkeeper cannot handle the ball but may play it as a field player using any part of his body other than his hands- penalty is an indirect free kick is awarded to the opposing team.
  1.  If the teammate tries to get around the rule by use of trickery, the person using trickery is cautioned.
  3. Restart by Free kick (direct/indirect)
     a.  At spot of infraction, not necessarily where ball was
     b.  Ball must be stationary
     c.  The ball is in play when it is kicked and moves
     d.  Defenders must be 10 yards away minimum; offense may take quick kick
 4 . Advantage Law- means that a foul was committed and recognized
     a.  Foul was committed but stopping play advantageous to fouling team
     b.  If ref. allows advantage, can rescind if advantage does not materialize
     c.  Signal
     I.  Call "play on"
    II.  Hand signal, bring both hands forward in upward motion
 5. Caution (yellow card) – cannot substitute 
     a.  D – Dissent (by word, action, or gesture)
b.  U – Unsporting behavior
c.  P – Persistent infraction of the laws
d.  E – Enters, re-enters, or leaves field without permission
e.  Delays restart of play
f.  Fails to retire 10 yards on kicks
       6.  Send Off (red card)
a.  Violent conduct or serious foul play
b.  Abusive, offensive, or insulting language
c.  Receives a second caution in same game
d.  Spitting at any person
e.  Denies goal or goal scoring opportunity by hand ball or foul
f. No substitution for player sent off. Must play short.
g.  Minimum of one game suspension
h.  Pass sent along with game report
F. Offside
1. Cannot be offside if:
a.The ball is received directly from throw-in, corner kick, or goal kick
a.  If player is in own half of field when ball is played (not when the player   received the ball)
b.  If behind or even with ball
c.  If not nearer to the goal line than two opponents
d.  If not involved in the active play
2. Offside
a.  Judged when the ball was played by a teammate, not when received
b.  Nearer than 2 players to goal line (even is onside)
c.  Must be involved in active play (in opinion of referee)
I.  Interfering with play
II. Gaining an advantage from offside position
3. Restart
a.  Indirect free kick
b.  At spot where player was when ball was played to him by teammate
G. Substitutions
1.  Unlimited and allowed to return
2.  Both teams
a.  Goal Kick
b.  After a goal
c.  After injury stoppage – one for one
d.  Halftime
3.  Throw in - team in possession
a.  Get referee’s attention
b.  Say how many
c.  Players coming on should be waiting at halfway line
d.  Substitutes may not enter until the referee signals to come on
e.  Players exit from midfield area
H. Injuries
1. Player safety is number one priority
2. Coach and/or trainer remain off until referee beckons
3. Restart is a drop ball where ball was at whistle
4. Possession does not matter – always a drop ball unless play had been stopped for another infraction
5. Player bleeding from wound must leave field. May return when bleeding has been controlled and referee has beckoned the player back on.
I.  Termination of game
1.  Field becomes unplayable
2.  Lighting
3.  Referee abuse – verbal or physical
4.  Players did not come to play, and coaches are not able to control players.  Referee cannot not control players; only interpret the rules and enforce them in the game.  If there is a potential of players being hurt because players are playing recklessly, then the game should be terminated.
J.  Signals
1.  Only five signals required by FIFA
a.  Direct Kick – arm pointing horizontally in direction of kick for 2-3 seconds
b.  Indirect Kick - one arm vertical; other arm horizontal for 2-3 seconds
c.  Penalty Kick – referee points to the penalty mark
d.  Corner Kick – referee arm at 45° above corner flag
e.  Goal Kick – referee points to goal area
2. Attempt to demonstrate type of foul if not obvious to players or spectators
3. Whistle usage
a.  Loudness should indicate severity of infraction
b.  Used for all fouls except advantage call
c.  Used with discretion on out of bounds calls
d.  For restarts when referee has halted play, ie. After substitutions, injury, moving wall
K. Miscellaneous
1.  Teams on one side and fans on other side of field
2.  Each coach pays ½ referee fee when providing ball and/or line up – before game
3.  Referee will not display card for caution/send off of coaches
4.  Everyone: relax and enjoy yourself!!

III.  REFEREE EVALUATION FORM
     A.  Purpose
       1. To identify incorrect law interpretations by referees
       2. To identify weak game conduct areas by referees 
    B.  Form Completion
       1.  Comments are optional
       2.  Completeness
         a.  Referee’s name
         b.  Date of game and game number  (left column on schedule)
         c.  Teams including their number
         d.  Age Group and gender
         e.  Comments –positive or negative
         f.  Coach’s name and team affiliation                                                                                                               
     C.  Legibility – please print or type
     D.  Timeliness – mail/ e-mail within 48 hours
     E.  Confidentiality – the situation will be discussed with the referee; the referee will not see your report.
