New Rules Fall 2016

New substitution rules in RBJSL for ALL Age Groups
- Teams may substitute:  after a goal, at a goal kick, or the start of the half
 
- Teams taking the throw in may substitute as long as their players are at mid-field prior to the ball going over the touchlines.
 
- The opposing team may also substitute on the other teams throw in as long as they had players at the mid field prior to the ball going over the touchline AND the other team has players at mid field ready to substitute.
 
Below applies to the 2008/2007 (09/10) (7v7)
 
- Build out lines shall be marked on the field.  The line shall extend from one touchline to the opposing touchline.  The line shall be located half way between the top of the penalty area and the mid field line.
 
- Goal Kick will be part of the 09/10 (7v7) play
 
- Goal Kick - the opposing team must be behind the build out line before the kick.
 
- Goal Kick - The opposing team must remain behind the build out line until the play is in play when it leaves the penalty area
 
- During normal play, when the golie gains possesion of the ball with their hands, the attacking team must retreat behind the build out line
 
- The attacking team may cross from behind the build out line when the goalie releases the ball, using a roll, pass, or throw.
 
- During normal play goalies may play the ball early (quick restart) even if the opposing team did not retreat all the way behind the build out line, as long as the attacking team was attempting to retreat to get behind the build out line.
 
- if a player crosses from behind the build out line before the goalie releases the ball, the referee shall stop play and award an indirect free kick to the opposing team.
 
- If a team persistently fails to retreat to the build out line, misconduct can be issued
 
- Drop kicks or any form of drop kick or punt is not allowed.  Penalty is an indirect free kick to the opposing team at the spot of the foul unless it is inside the goal area where it will be placed at the nearest point along the line at the top of the goal box

- Offside will now be moved to the Build Out Line in place of the mid field line.  Players cannot be penalized for offside between the build out line and the mid field line in the attacking half of the field.  Players can only be penalized for offside between the build out line and the goal line in the attacking half of the field.
 
- Intentional heading the ball is not allowed.  Penalty is an indirect free kick to the opposing team at the spot of the foul unless it is inside the goal area where it will be placed at the nearest point along the line at the top of the goal box.
 
Below applies to the 2006 (11) (9v9)
