Referee Information

Game reports are required for all games within 48 hours of the conclusion of the game.

Incident reports are required for each caution, sendoff, spectator removal, or other unusual issue.

Referee Fees:

Each team pays one-half of the referee fee.

Three officials are assigned for U14 T1 and above.  One referee is assigned for all other divisions.

Referee Pregame Responsibilities:

Coaches provide 2 copies of their approved EPYSA roster -- one for the referee, one for the opposing coach.

All coaches and players must be listed on the roster in order to participate.  NO EXCEPTIONS.

US Soccer/EPYSA Modifications to FIFA Laws of the Game:

  • U9/U10
    • 7v7, 25-minute halves, minimum 5 players to start or continue
    • Build Out Line enforced.

    • Deliberate heading of the ball is not permitted (it is considered dangerous play). Restart is an indirect free kick.
  • U11
    • 9v9, 30-minute halves, minimum 6 players to start or continue
    • Deliberate heading of the ball is not permitted (it is considered dangerous play). Restart is an indirect free kick.
  • U12
    • 9v9, 30-minute halves, minimum 6 players to start or continue
  • U13/14
    • 11v11, 35-minute halves, minimum 7 players to start or continue
  • U15/U16
    • 11v11, 40-minute halves, minimum 7 players to start or continue
  • U17 and up
    • 11v11, 45-minute halves, minimum 7 players to start or continue

RBJSL Modifications to FIFA Laws of the Game:

  • Maximum of 3 coaches on gameday.
  • Unlimited substitution by either team at any stoppage of play.  Substitutions occur at the half way line on the bench side of the field.
